James and Louisa Green, the couple behind Headquarters, are set to open Otto’s this fall. Otto’s will have an upscale “dive bar” vibe while also serving Austin-inspired tacos and elevated cocktails. Otto’s will be located in a former auto repair shop at 4210 Charlotte Avenue.
